A Study on Targeting Strategies Considering Heterogeneity of the Blind Spots in the National Pension Scheme

Abstract
The purpose of this study is to identify priority targets considering heterogeneity of the blind spots in the National Pension Scheme(NPS) and to suggest intervention strategies tailored to the different characteristics among the blind spots. We apply two different criteria to subdivide the blind spots, i.e. the degree of urgency and the likelihood of enrollment in the NPS. We determine the degree of urgency by assessing the possibilities to obtain pension entitlements. Also, we measure the likelihood of enrollment by analyzing the ability of the contribution payments and the degree of compliance within the NPS.
Main findings of this study are as follows. First, the blind spots in the NPS can be subdivided into six groups(G1¡­G6) based on the degree of urgency and the likelihood of enrollment in the NPS. Second, a high priority for policy interventions needs to be placed on the ¡®G1¡¯ group because the group is in very high urgency status and has the highest likelihood of the enrollment in the NPS.
For individuals in the ¡®G1¡¯ group, it is needed to encourage them to contribute voluntarily with permission for postponed payment of contribution as well as pension credits. Third, persons in the ¡®G6¡¯ group are in very low urgency status and have the lowest likelihood of the enrollment with a low priority for policy interventions. However, it is necessary to expand pension credits for women in that the majority of the ¡®G6¡¯ group are the non-employed women with insufficient contribution periods.
The results of this study can contribute to enhancing the effectiveness and efficiency of the policies aimed at eliminating the blind spots.
